Here's what I did to recreate the issue I am seeing in 5.1.1.71. I made a very "simple" scene that has a 2D image layer (which is full screen) and a 3D layer, that has the same image colored differently but also full screen. I added a mover to fade the 3D image on/off.
If I create a new scene with a single Scene Layer, set the Scene to the above "simple" scene, and set the layout to Percentage, all is fine if the width and height are the same values. If I change the width/height to be different from one another, the 2D image layer of the "simple" scene is scaled properly but the 3D layer is not.
I've attached the example.
