Not really. Only way is to use Scene Layers to create a nested scene structure like you would with Scene Ports.
Scene Layers support the full Layer functions of the "inner" Layer, while loading a scene with layers in a Scene Port, all layers but the first one are skipped.

You can group layers, write the result of the group into a render target, then re-use that in another layer. This gives you a sort of nesting, or pre-comp behaviour.
