Hi there.
I always have the same problem: small text is blurry.... looks nasty .. fontstyle: very high | sampling: best
I use pixel space and text height approx. 20px ... it's font independent.
if the text is bigger it looks ok/good...
is this a common problem or is there any solution?
do I need to update to v4?

No need to update to V4.

The problem is that your quality settings are actually too good. The texture text is just that ... textures. If you scale them down too much they will not look too good. Simply reduce the quality to Low for example. It will look great again.
